    In America, students do not lose their constitutional rights “at the schoolhouse gate.” The protection of students’ rights to free speech and privacy—in and out of school—is essential for ensuring that schools provide both quality education and training in our democratic system and values. Unfortunately, schools continue to demonstrate a disturbing willingness to abridge.   The purpose of this paper is twofold: to provide background information on student privacy and campus security, and to review best practices that college and university leaders may consider to help ensure that a system is in place to simultaneously maximize an open community and manage public safety preparedness and responsiveness.     FERPA gives parents and adult-age students some rights to the privacy of the student education record.
